1978 - Graduated from Leningrad State University.

1990 - 1993 - Chairman of the Council of Nationalities of the Supreme Soviet of the Russian Soviet Federative Socialist Republic (President of the Chamber of the last Soviet and the first post-Soviet Parliament).

1993 - 1994 - First Deputy Chairman of the State Committee for Federation and Nationalities Affairs of the Russian Federation;

1993 - 1996 - Deputy Chairman of the Federation Council (the Upper House of the Russian Parliament).

1996 - 1997 - State Duma Deputy (the Lower House of the Russian Parliament).

1997 – 1998 - Deputy Prime Minister of the Russian Government (Cabinet headed by Viktor Chernomyrdin).

1998 - 1999 - Minister of National Policy (Cabinet headed by Yevgeniy Primakov).

1999 - 2000 - State Minister (Cabinet headed by Sergei Stepashin).

2000 - 2005 - Member of the Federation Council.

2005 - 2009 - Ambassador Extraordinary and Plenipotentiary to the Republic of Tajikistan.

2009 - 2011 - Rector of the Moscow State Institute (University) of Culture.

2011 - 2013 - State Duma Deputy.

2013 - 2017 - Head of the Republic of Dagestan.

2017 - 2018 - Special Presidential Representative of the Russian Federation for Humanitarian and Economic Cooperation with the States of the Caspian Region. 

Since January 2019 - Permanent Representative of the Russian Federation to the Organization of Islamic Cooperation in Jeddah, Saudi Arabia.

PhD, Professor, Honored Master of Sciences of the Russian Federation.

Holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.

Married, has two sons and a daughter.
